What is the Council of Europe?

The Council of Europe is a pan-European body that promotes democracy, human rights and the rule of law. It includes all EU members plus another 20 European countries, including Russia, Switzerland and the UK, with the likes of Canada and the US observer members. This is not an EU institution, and should not be confused with either the European Council or the Council of the European Union.
