What is the Intergovernmental Relations Review?

The Intergovernmental Relations Review (IGR) was published in January 2022. It follows a process of joint review by the UK government and devolved administrations looking at how intergovernmental structures in the UK work and how they might be updated ‘in light of the UK’s exit from the EU’.

The review was initiated in March 2018 by the Joint Ministerial Committee – the forum bringing together the leaders of the four administrations.

The IGR sets out the conclusions which all four administrations have agreed to, including the removal of the Joint Ministerial Committee system and the introduction of a three-tier system of intergovernmental forums to replace it.
