Who is Josep Borrell?

Josep Borrell is the EU’s chief diplomat, also known as the High Representative for Foreign Affairs. He is the head of the European External Action Service and vice-president in the European Commission. Alongside the president of the European Council, Mr Borrell is responsible for representing the EU abroad and also for the EU’s Common Foreign and Security Policy (CFSP). Mr Borrell was previously Spanish foreign minister and president of the European Parliament.
